1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就曹妃甸11-1/11-6油田综合调整项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of CFD11-1/11-6 Oil Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
★投标人所提供的安全阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投安全阀（先导式、弹簧式、波纹管式）每类应具有至少两个项目在海洋石油平台或FPSO上运行两年及以上且满足下述技术要求的业绩，先导形式安全阀主阀阀体材质为碳钢（A216 WCB），尺寸磅级不低于1.5"CL1500×2"CL300与2"CL300×3"CL150，弹簧式安全阀主阀阀体材质为碳钢（A216 WCB），尺寸磅级不低于6"CL300×8"CL150，波纹管式安全阀（1）主阀阀体材质为碳钢（A216 WCB），尺寸磅级不低于6"CL300×10"CL150，波纹管式安全阀（2）主阀阀体材质为镍铝青铜（C95800），尺寸磅级不低于1.5"CL150×2"CL150，并提供相应的书面材料证明（书面材料是指：销售合同及交货验收单或销售合同及使用方出具的有效证明文件），上述文件中如未包含安全阀所在设施的名称及使用方信息，投标人应提供运行时间证明文件。
★The Pressure Relief Valve provided by the bidder shall be the mature product of the manufacturer and the buyer shall not accept the new trial production. The pressure relief valve（pilot type of pressure relief valve、conventional type of pressure relief valve、bellow type of pressure relief valve）each category provided by bidder should have at least two projects had successful applications in offshore platform or FPSO for two years or above and meet the following technical requirements, for pilot type of pressure relief valve, the main valve body material shall equal to carbon steel（A216 WCB）, size and pressure class shall equal to 1.5"CL1500×2"CL300 or above and 2"CL300×3"CL150 or above . For conventional type of pressure relief valve, the main valve body material shall equal to carbon steel（A216 WCB）, the size and pressure class shall equal to 6"CL300×8"CL150 or above. For bellow type of pressure relief valve(1), the main valve body material shall equal to carbon steel（A216 WCB）, the size and pressure class shall equal to 6"CL300×10"CL150 or above. For bellow type of pressure relief valve(2), the main valve body material shall equal to Nickel aluminum bronze（C95800）, the size and pressure class shall equal to 1.5"CL150×2"CL150.The bidder shall provide the corresponding documents (written material refers to: sales of contract and the commissioning acceptance documents or sales of contract and the effective proof certificate issued by the operator). If the above documents do not contain the name of the facility wher pressure relief valve is located and the information of the user, bidders should provide proof of running time.
★安全阀需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。供货商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）之一对安全阀的整体进行检验并获得检验证书，并提供相关产品证书给买方。
★ The Pressure Relief Valve shall be designed, manufactured, certificated and inspected in accordance with “Safety Rules for Offshore Fixed Platforms”.Supplier shall at his own cost arrange inspection and obtain inspection compliance certificate of the subsea flange from one of the certifying agencies authorized by COOOSO, which are one of the ABS,LIoyd's,DNV,CCS，BV，and provide relevant product certificate to the buyer.
★如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
★If the bidder is an agent, the Bidder shall be duly authorized by the goods’Manufacturer to supply the goods in this bid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年6月12日开始至2018年6月20日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Jun.12, 2018 to Jun.20 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年7月3日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before10:00 am (Beijing Time) on Jul 3, 2018. Any bid beyond the required time and date shall be subject for rejection.
