1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就流花16-2油田群开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LIUHUA 16-2 OIL FIELDS DEVELOPMENT PROJECT by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
A．制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
The manufacturer has passed ISO9001 quality system certification and provided an effective quality system certification;
B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the bidder shall obtain the legal formal authorization of the goods manufacturer to agree to provide the goods for this bid.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
A. 提供防爆证书复印件，等级为Exd IIB T4. Provide a copy of the explosion-proof certificate, grade Exd IIB T4.
B. 提供防护等级证书复印件，等级为IP56. Provide a copy of the degree of protection certificate, grade IP56.
（3）业绩要求：
Requirement for Bidder's reference:
投标人应提供2016年5月30日前销售的每种类型（质量流量计；孔板流量计；转子流量计）流量计具有不少于两个应用于海洋环境的项目（海洋环境指海上固定平台）且成功运行两年以上的业绩。投标人所提供的业绩中品牌需与本次投标品牌一致。
The bidder shall provide each type (mass flowmeter; orifice flowmeter; rotameter) flowmeter sold before May 30, 2016 with no less than two projects applied to the marine environment (marine environment refers to offshore fixed platform) ) and successfully run for more than two years.The brand of the bidder's performance must be consistent with the bidding brand.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：1）销售合同复印件（含相关技术附件）和用户签署的证明其已成功运行两年的证明文件，或2)销售合同复印件（含相关技术附件）和第三方船级社签字的调试记录报告（报告签署时间为成功运行开始时间）。
投标人所提交的证明文件必须至少体现以下内容：合同签约日期、货物名称及类型（质量流量计；孔板流量计；转子流量计）、项目名称、使用环境、已成功运行时间。
未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签约日期、货物名称及类型（质量流量计；孔板流量计；转子流量计）、项目名称、使用环境、已成功运行时间的，均视为无效业绩。
Bidders are required to submit performance statements in the prescribed format and submit relevant performance documentation. The performance document includes but is not limited to: 1) a copy of the sales contract (including the relevant technical annex) and the documentary evidence of the user's signature to prove the flowmeter successfully run for more than two years ，or 2) a copy of the sales contract (including related technical annex) and a third-party classification society Signed debug record report (the report signing time is the start time of the successful run).
The documents submitted by the bidder must reflect at least the following: contract date, cargo name and type (mass flowmeter; orifice flowmeter; rotor flowmeter), project name, operating environment, and successful running time.
Failure to submit the performance certificate, or the performance document provided cannot verify the contract date, the name and type of the goods (mass flowmeter; orifice flowmeter; rotameter), project name, environment of use, time of successful operation, Treated as invalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年8月29日开始至2018年9月5日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Aug.29, 2018 to Sept.5 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年9月19日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Sept 19, 2018. Any bid beyond the required time and date shall be subject for rejection.
