1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就流花16-2项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LH16-2 Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

Quantity: Shutdown Valve 39 sets、Blowdown Valve 5 sets
规格：1、阀门主体材质：A216 WCB/ A182 F316/B148 C95800/A182 F53；阀球、阀杆、阀座材质：A182 F316/ B148 C95800/ A182 F53；2、压力等级：150#~300#；3、阀门尺寸：2~16"；4、防爆防护等级：Ex'd' IIB T4&IP56。

2. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qulification of Bidder
A. 投标时提供有效的制造商API 6D 证书复印件Provide a copy of valid maufacturer's API 6D certificate in bid.
B. 投标时提供有效的制造商特种设备制造许可证复印件（国外制造商除外） Provide effective copies of manufacturer's special equipment manufacturing license in bid. (Except for foreign manufacturers)
C. 投标时提供有效的制造商API607或API6FA证书复印件Provide a valid copy of maufacturer's API607 or API6FA certification in bid.
D.投标时提供有效的电气设备制造商防爆防护证书复印件Provide a valid copy of the electrical devices explosion-proof and weather- protection certification in bid.
（2）业绩要求：
Requirement for Bidder's reference:
提供制造商在近五年内（2013年7月1日至2018年7月1日）至少2个海上平台项目关断阀或泄放阀（包含执行器、电磁阀、过滤减压阀、限位开关等）的销售业绩，所提供的合同累计供货范围能够覆盖本项目采办清单中对应的最大阀门尺寸和磅级(最大尺寸16寸、最大磅级300磅)的关断阀或泄放阀。关断阀和/或泄放阀累计供货数量不少于10台。
The Manufacurer shall have at least two project sales references of SDVs or BDVs（including actuators, solenoid valve, filter regulator, limit switch etc.） on the offshore platform in the past five (5) years（July 1, 2013 to July 1, 2018）,All SDVs or BDVs sales contracts’s total supply can cover the maximum size(16") and maximum class(300#) of the procurement list in this project. the total quantity of SDVs and/or BDVs is not less than 10 units.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含技术附件）。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称（包括主要部件）、供货数量、使用环境、制造商名称、阀门尺寸和磅级。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称（包括主要部件）、供货数量、使用环境、制造商名称、阀门尺寸和磅级，均视为无效业绩。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) .The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods(including main components), Quantity, usage circumstance, Name of Manufacturer,valve size and rating. If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods(including main components), Quantity, usage circumstance, valve size and rating, the relevant reference will be deemed unvalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年9月18日开始至2018年9月26日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Sept.18, 2018 to Sept.26,2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年10月9日上午9:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼416会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room 416, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before 9:00am (Beijing Time) on Oct. 9, 2018 Any bid beyond the required time and date shall be subject for rejection.
