1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Lingshui 17-2 Gas Field Development by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
货物名称：海水提升泵
Name of Goods: Seawater Lift Pumps
说明：本次招标的货物不含电动消防泵。因系统的标段（包）名称不可修改，因此，相关系统的标段（包）名称应为“陵水17-2气田开发工程项目海水提升泵 ”。
Remark: Electrical firewater pumps are not included in this bid's scope of supply. The Name of Goods should be "SEAWATER LIFT PUMPS for Lingshui 17-2 Gas Field Development Project"in relative website, because it's unchangeable.
数量：3 套海水提升泵, 2 套应急海水提升泵
Quantity: 3 sets of seawater lift pumps, and 2 sets of Emergency Seawater Lift Pumps
规格：
（1）海水提升泵的型式为电潜泵；（2）TS-P-4001A/B/C 额定流量2700 方/小时，TS-P-4002A/B 额定流量550 方/小时。
Specification:
（1）The type of Seawater Lift Pumps is electric submersible pump；（2）flow rate of TS-P-4001A/B/C should be 2700 m3/h, flow rate of TS-P-4002A/B should be 550 m3/h.

2. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qulification of Bidder
A．不接受代理商投标。
The purchaser does not accept agent’s bid.
B. 海水提升泵应在其泵品牌制造厂生产，并承诺（境外投标人）提供产地证明。买方不接受贴牌产品（贴牌产品指的是需要采购的产品并不是直接来自产品提供商的技术，而是由其他的制造商完成后贴上其产品提供商的商标）。
The seawater lift pumps should be produced in its pump brand own manufactory and bidder (from overseas) shall promise to provide certificate of origin. The purchaser does not accept the OEM product（OEM means the product to be purchased are not directly from product supplier’s technology, but finished by others product maker except the logo of product belong to product supplier）.
C. 投标人应自费对海水提升泵(TS-P-4001A/B/C) 和应急海水提升泵(TS-P-4002A/B)进行检验，并获得CCS 或ABS 船级社的船用产品证书。
Bidder shall at his own cost arrange inspection for the seawater lift pumps (TS-P-4001A/B/C) and emergency seawater lift pumps (TS-P-4002A/B), and obtain certificate of marine product issued by China Classification Society (CCS) or American Bureau of Shipping (ABS)
D. 投标人为陵水17-2 半潜式平台提供的海水提升泵必须是制造商的成熟产品， 买方不接受未经使用的试制产品。
The seawater lift pumps the supplier seleced for the LS17-2 SEMI platform should be manufacturer proven products, unused prototype equipment shall not be acceptable.
（2）业绩要求：
Requirement for Bidder's reference:
在2008年1月1日至截标日期间（合同签约时间），投标人至少有2套在海上浮式油气生产装置上应用的海水提升泵（电潜泵，流量不低于2700m3/h）的已调试完成的销售业绩。投标人须提交有效的业绩表和相关证明文件（合同复印件相关章节和调试报告）。 投标人须提交有效的业绩表和相关证明文件，包括但不限于:调试报告（包括调试内容和签署页）、合同签署时间、货物名称、数量、泵的形式（电潜泵）、泵的流量、设备所属油气生产装置类型（海上浮式）。
未提交业绩证明文件，或所提供的业绩证明文件无法验证上述信息，均视为无效业绩。
The Bidder shall have sale reference (the signature date of contract shall be within the period from January 1st, 2008 to the deadline for submission of this bid), in which the commissioning had been finished, of at least 2 sets of the seawater lift pumps (electric submersible pump，the capacity not less than 2700m3/h) and applied to the offshore Floating Oil/Gas Production Unit. The Bidder shall submit valid reference lists and relevant documentary evidence (relevant chapters copies of contract and commissioning reports).
The Bidder shall submit valid reference lists and relevant documentary evidence for reference, including but not limit to：commissioning report (including the commissioning content and signing page), the signing date of contract, equipment name，quantity，the type of pump (electric submersible pump),capacity of pump，type of oil& gas production facility （offshore Floating Oil/Gas Production Unit）for which equipment to be applied.
Absence of the reference evidence documents or the failure to verify above information，the reference shall be deemed as invalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年9月27日开始至2018年10月11日止，请登录中国海洋石油集团公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Sep. 27, 2018 to Oct. 11, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年10月23日上午09:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Oct. 12, 2018. Any bid beyond the required time and date shall be subject for rejection.
