1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就陵水17-2总包项目水下设施项目项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LS17-2EPC-SUBSEA Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

境内：水下阀门，2019年8月1日前；测试环，2019年3月1日前。
Cisborder: Subsea valves shall before August 1, 2019; Test rings shall before March 1 ,2019.
境外：水下阀门，2019年7月24日前；测试环，2019年2月24日前。
Overseas: Subsea valves shall before July 24, 2019; Test rings shall before February 24 ,2019.
交货地点Destination of delivery：
境内：阀门编号为PLET-PV1、PLET-PV2、PLET-PV3、PLET-PV4、STM-PV1、STM-PV2的水下阀门（含测试环）到货天津塘沽买方指定地点；阀门编号为STM-PV3、STM-PV4、STM-PV5的水下阀门（含测试环）到货广东深圳买方指定地点。
Cisborder: The Subsea valves（Contain the Test rings） tag number is PLET-PV1、PLET-PV2、PLET-PV3、PLET-PV4、STM-PV1、STM-PV2 arrive at the buyer's designated place in Tianjin Tanggu; The subsea valves（Contain the Test rings）tag number is STM-PV3、STM-PV4、STM-PV5 arrive at the buyer's designated place in Guangdong Shenzhen.
境外：阀门编号为PLET-PV1、PLET-PV2、PLET-PV3、PLET-PV4、STM-PV1、STM-PV2的水下阀门（含测试环）到货天津塘沽新港；阀门编号为STM-PV3、STM-PV4、STM-PV5的水下阀门（含测试环）到货广东深圳港。
Overseas: The Subsea valves（Contain the Test rings） tag number is PLET-PV1、PLET-PV2、PLET-PV3、PLET-PV4、STM-PV1、STM-PV2 arrive at the place in Xingang port,Tianjin, P. R. China; The subsea valves（Contain the Test rings） tag number is STM-PV3、STM-PV4、STM-PV5 arrive at the place in Shenzhen port,Guangdong, P. R. China.
2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qulification of Bidder
A. 投标时提供有效的制造商API 6DSS/API17D/API 6A 证书复印件Provide a copy of valid maufacturer's API 6DSS/API17D/API 6A certificate when bidding.
B. 投标时提供有效的制造商特种设备制造许可证复印件（国外制造商除外）。Provide effective copies of manufacturer's special equipment manufacturing license when bidding . (Except for foreign manufacturers).
（2）业绩要求：
Requirement for Bidder's reference:
制造商应同时具有以下3方面业绩：
1.水下球阀产品(规格范围16”-24”，压力等级不小于1500LB，应用水深不少于110m），具有在至少2个水下项目的销售业绩，业绩合同签订时间为2015年8月1日之前；
2.DBB阀门产品(规格范围1”-3”，压力等级不小于1500LB，应用水深不少于110m），具有在至少1个水下项目的销售业绩，业绩合同签订时间为2015年8月1日之前；
3.闸阀产品(规格范围6”-9”，压力等级不少于7500psi，应用水深不少于1500m），具有在至少2个水下项目的销售业绩，业绩合同签订时间为2015年8月1日之前，其中，至少有一个不低于10000psi的业绩。
The following 3 aspects of Requirements for Manufacturer's reference：
1. subsea ball valve products (shall be 16”-24”, their pressure rating shall be no less than 1500LB and application water depth no less than 110m) , had been normally used in at least two subsea projects sales performance. The performance contract is signed before August 1, 2015.
2. subsea DBB valve products(shall be 1”-3” , their pressure rating shall be no less than 1500LB and application water depth no less than 110m) , had been normally used in at least one subsea projects sales performance. The performance contract is signed before August 1, 2015.
3. subsea gate valve products(shall be 6”-9”, their pressure rating shall be no less than 7500psi and application water depth no less than 1500m) , had been normally used in at least two subsea projects sales performance. The performance contract is signed before August 1, 2015. Of those, there will be one performance which is not below 10000psi at least.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同及合同技术附件。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、用户名称、使用环境、技术要求（规格范围、压力等级、应用水深）。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、用户名称、使用环境、技术要求（规格范围、压力等级、应用水深），均视为无效业绩。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contracts and relative technical appendixes. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, User Name, usage circumstance, technical requirements(Specification range, pressure rating, application water depth). If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, User Name, usage circumstance, technical requirements(Specification range, pressure rating, application water depth), the relevant reference will be deemed unvalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年9月27日开始至2018年10月10日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Sept.27, 2018 to Oct.10,2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年10月18日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Oct. 18th, 2018 Any bid beyond the required time and date shall be subject for rejection.
