1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Limited (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under Lingshui 17-2 Gas Field Development Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

海水淡化装置须为膜滤法。
The type of Seawater Desalination Skid shall be membrane filtration.
海水淡化装置型式须采用两级膜过滤，在二级膜后产出的饮用水的含盐量应小于50ppm，硼含量应小于0.5mg/L，其它水质应满足GB 5749的要求。海水淡化装置的产水能力应为6 m3/h。
The type of Seawater Desalination Skid Adopt two-stage membrane filtration. The potable water’s saltiness shall be less than 50ppm after 2nd stage membrane skid, the content boron shall be less than 0.5mg/L and other water quality shall meet GB 5749. The capacity portable water of Seawater Desalination Skid shall be 6 m3/h.
海水淡化装置橇干重不超过8500 kg。橇块尺寸不超过6.5x3.0 (长x宽，米)。
Dry weight of the Seawater Desalination skid (TS-X-4201)should be no more than 8500 kg. Skid dimension (LxWxH, m) should not exceed 6.5x3.0.
海水淡化装置在指定的工作环境下，设计使用寿命最低要求为30年。
The Seawater Desalination shall meet requirement of a minimum design life of 30 years in specified operating condition.

2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qualification of Bidder
A.投标人可以是制造商或者授权代理商。如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
The bidder is a manufacturer or an authorized agent. If the bidder is an agent, the Bidder shall be duly authorized by the goods’Manufacturer to supply the goods in this bid.
B．投标人承诺为陵水17-2半潜平台提供的海水淡化装置必须是投标人的成熟产品。买方不接受未经使用的试制产品。
Bidder confirm that the Seawater Desalination skid seleced for the LS17-2 SEMI platform should be bidder's proven products. Unused prototype equipment shall not be acceptable.
C. 投标人承诺海水淡化装置应在其品牌制造厂生产，并承诺（境外投标人）提供产地证明。买方不接受贴牌产品。
The Bidder should promise the Seawater Desalination should be produced in its brand own manufactory. And overseas bidder promise to provide certificate of origin. The purchaser does not accept the OEM product.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
海水淡化装置橇应适合在海上半潜式平台使用，供货商应自费完成检查、试验并整橇获得COOOSO认可的任意一家认证机构（ABS/DNV/Lloyd’s/BV/CCS)的证书；
The Seawater Desalination skid shall be suitable for offshore semi platform application, and the SUPPLIER shall at his own cost arrange inspection and obtain final certificate of the unit from one of the certifying agencies authorized by COOOSO, which are ABS, DNV, BV, Lloyd’s and CCS.
（3）业绩要求：
Requirement for Bidder's reference:
近10年(2008年1月1日至截标日)，投标人提供的海水淡化装置产品至少有2套（产水量6 m3/h或以上）在海上油气生产装置上的应用业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（1.合同复印件相关章节；2.用户现场调试报告或用户使用证明或用户验收证明）。
During recent 10 years (since Jan. 1st, 2008 to the deadline of bids submission stipulated), the Seawater Desalination recommended by the Bidder shall have track records of at least 2 sets (capacity should be 6 m3/h at least) applied to the offshore Oil/Gas Production facilities (the signing date of contract is regarded as reference time). The Bidder shall submit valid track records and relevant documentary evidence (1.relevant chapters copies of contract; 2. commissioning report on user site or certificates of user application or certificates of user acceptance).
业绩证明文件必须至少体现以下内容：合同的签署时间、货物名称、供货数量、设备所属油气生产装置类型、设备产水量、用户接收证明或用户使用证明或调试报告（包括调试内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。
The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of oil&gas production facility, equipment capacity, certificates of user acceptance or certificates of user application or commissioning report (including the commissioning content and signing page). Absence of the reference evidence documents or or failure to verify the foregoing information shall be deemed as an invalid track record.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年10月25日开始至2018年11月2日止，请登录中国海洋石油集团有限公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct.25, 2018 to Nov.2, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年11月15日上午10:00（北京时间）前递交至北京市东城区东直门外小街6号海油大厦3楼308会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 3th floor meeting room 308, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before10:00 am (Beijing Time) on Nov. 15, 2018. Any bid beyond the required time and date shall be subject for rejection.
