1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就流花16-2总包项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “theTendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafterreferred to as “Tenderee” ), intends to purchase the Goods and the relevantservices required under LH16-2 EPC PROJECT by International CompetitiveBidding. The Bidders are kindly requested to provide the following Goods andservices with sealed bids.

2. 对投标人的资格和业绩要求：

Requirements of Certificate of Bidder
投标货物的制造商应通过ISO9001认证，投标人应在投标文件中提供制造商的有效的质量管理体系认证证书.
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the?Bidder?shall?provide?manufacuturer's?valid Certificate of Quality Management System Certification?in?the?Bid?documents.
（2）业绩要求：
投标人至少提供制造商的2套，每套为两级压缩且二级排压大于等于2.4MpaG的海上应用（海上项目是指海洋石油生产装置，包括固定式或浮式）螺杆机销售业绩。
Requirementfor Bidder's reference:
The bidder shall provide at least twosets, two stages and the second stage discharge pressure shall be at least 2.4MpaG, of offshore service(offshore oil production facility, including fixed or floating) in screw compressor sales performance.
投标人需按规定提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）。
Thebidder must submit performance table according to regulations, and submit performancecertification documents. Performancecertification documents include but not limited to: copies of sales contracts(including relevant technical attachments).
投标人所提交的业绩证明文件必须至少体现以下内容：货物名称、数量、制造商名称、项目名称、使用环境（海洋石油生产装置，包括固定式或浮式）、技术要求（两级压缩、二级排压大于等于2.4MpaG）。未提交业绩证明文件，或所提供的业绩证明文件无法验证货物名称、数量、制造商名称、项目名称、使用环境（海洋石油生产装置，包括固定式或浮式）、技术要求（两级压缩、二级排压大于等于2.4MpaG），均视为无效业绩。
Theperformance certificate submitted by the bidder must reflect at least thefollowing contents: name of the goods, quantity, manufacturer, project, usage environment (offshore oil production facility, including fixed or floating), technical requirements (two-stage compression and the second-stage discharge pressure is greater than or equal to 2.4MpaG). The failure to submit the performance certificate or the failureto verify the name of the goods, quantity, manufacturer, project, use environment (offshore oil production facility, including fixed or floating), technical requirements (two-stage compression and the second-stage discharge pressure is greater than or equal to 2.4MpaG)provided by the performance certificate shall be deemed as invalid performance.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年11月2日开始至2018年11月9日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method:Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn)on the page of Invitation for bid for purchasing Bidding document from Nov.2nd, 2018 to Nov. 9th,2018. For the first time of login, a registration (free of charge) is neededand only after successful registration, Bidder can purchase Bidding documentsonline. The whole purchasing process must be operated online and offline paymentwill not be accepted. After successful payment of RMB 2000.00 or USD 350.00 foreach copy of Bidding documents which is non-refundable, Bidder may download theBidding documents. Bidder fails to purchase Bidding documents online is noteligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年11月23日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by abid security as specified and must be delivered to 4th floor meeting room,CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P.R. China at or before9:30 am (Beijing Time) on Nov. 23, 2018. Any bid beyond the requiredtime and date shall be subject for rejection.
