1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就旅大21-2/旅大16-3油田区域开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred toas “the Tendering Agent”), entrusted by OffshoreOil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services requiredunder the project of LD21-2/LD16-3 OIL FIELD DEVELOPMENT PROJECT by?International Competitive Bidding. The Bidders are kindly requested to providethe following Goods and services with sealed bids.

2. 对投标人的资格和业绩要求：
Requirements for?Qualification and reference of Bidder:
（1）资格要求
Requirements for?Qulification of Bidder
A．货物制造商应通过ISO9001质量体系认证，且投标人投标时应提供制造商有效的质量体系认证证书；
The manufacturer of the?Goods shall pass ISO9001 Certification, and the Bidder shall provide valid?Certificate of Quality?Management System Certification of Manufacturer when bidding.
B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by?the goods’ Manufacturer to supply the goods in this bid.
（2）资质要求及证明文件
Requirements of?Certificate of Bidder
A.投标人提供的安全阀应根据数据表要求符合ASME VIII的要求，并且提供的安全阀均要有UV钢印。投标人投标时须提供所投安全阀制造商有效的ASME VIII认证证书。
The pressure relief valves shall meet?the requirements of ASME VIII according to the data sheets and the pressure?relief valves should have UV stamped certificate. The Bidder shall provide?valid ASME VIII certificated of the pressure relief valves manufacturer when?bidding.
B. 安全阀需按照《海上固定平台安全规则》的要求进行设计、制造、认证和检验。供货商应委托国家安全生产监督管理总局海洋石油作业安全办公室（COOOSO）认可的船级社（ABS, LIoyd‘s, DNV,CCS，BV）之一对安全阀的整体进行检验并获得检验证书，并提供相关产品证书给买方。
The Pressure Relief Valve shall be designed, manufactured,certificated and inspected in accordance with “Safety?Rules for Offshore Fixed Platforms”.Supplier shall athis own cost arrange inspection and obtain inspection compliance certificate of the pressure relief valve from one of the?certifying agencies authorized by COOOSO, which are one of theABS,LIoyd's,DNV,CCS,BV,?and provide relevant?product certificate to the buyer.
C. 投标人需提供所投安全阀制造商有效的特种设备制造许可证书
The Bidder shall provide?valid Manufacture Lincense of Special Equipment of the pressure relief valves?manufacturer.
（3）业绩要求：
Requirement for Bidder's?reference:
投标人所投标的安全阀应为制造厂家的成熟产品，买方不接受新试制产品。投标人所投产品应具有至少两个海洋环境项目（海洋环境指海洋石油平台或FPSO）且满足下述技术要求的销售业绩：先导形式安全阀主阀阀体材质不低于碳钢，尺寸磅级不低于1.5”2500#×2”300#；弹簧形式安全阀主阀阀体材质不低于碳钢，尺寸磅级不低于6”300#×8”150#和3”600#×4”150# 。合同签署方可以是制造商，也可以是该制造商的代理。
投标人须按规定格式提交业绩表，并提交相关业绩证明文件，业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及其他证明材料。业绩证明文件须体现以下内容：合同签署时间、货物名称、项目名称、使用环境、尺寸、主阀阀体材质、磅级、形式等内容。上述文件中如未包含合同签署时间、货物名称、项目名称、使用环境、尺寸、主阀阀体材质、磅级、形式，投标人应提供有效说明文件。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、项目名称、使用环境、尺寸、主阀阀体材质、磅级、形式等内容，均视为无效业绩。
The Pressure Relief Valve provided by VENDOR shall be the matureproducts of the manufacturers, new trial products would not been accepted. The?products provided by VENDOR should have at least two offshore projects(offshoreproject shall mean offshore platform or FPSO) which all meet the following?technical requirements: For pilot type of pressure relief valve, the main valve?body material shall equal to carbon steel or above, size and pressure class?shall equal to 1.5”2500#×2”300# or above； and for conventional type of?pressure relief valve, the main valve body material shall equal to carbon steel?or above, the size and pressure class shall equal to 6”300#×8”150# and 3”600#×4”150# or above. The contract?signatory can be the manufacturer, or the agent of the manufacturer.
Bidder shall furnish reference List in given form, and provide?corresponding documentary evidence. The documentary evidence shall include but?not limited to: copies of sales contract (including technical appendix) and?other evidentiary documents. The evidentiary documents provided by Bidder shall?as least demonstrate the content show as follows: signature time of Sales?Contract, name of goods, project name, usage circumstance , the valve body?size, the main valve body material, pressure class,the valve type. If the above documents do not contain the signature time of?Sales Contract, name of goods, project name, usage circumstance , the valve?body size, the main valve body material, pressure class, the valve type, the?bidder shall provide a valid document. If no documentary evidence furnished, or?documentary evidence furnished cannot demonstrate signature time of Sales?Contract, name of goods, project name, usage circumstance , the valve body?size, the main valve body material, pressure class, the valve type, the?relevant reference will be deemed invalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2018年11月12日开始至2018年11月19日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The?interested Bidders may obtain the bidding document by following method: Please?login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the?page of Invitation for bid for purchasing Bidding document from Nov.12, 2018 to Nov.192018. For the first time of login, a?registration (free of charge) is needed and only after successful registration,Bidder can purchase Bidding documents online. The whole purchasing process mustbe operated online and offline payment will not be accepted. After successful?payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which?is non-refundable, Bidder may download the Bidding documents. Bidder fails to?purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年12月4日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
