1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受中海石油（中国）有限公司（以下称为“招标人”）委托，就陵水17-2气田开发工程项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by CNOOC China Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of LS17-2 GAS FIELD DEVELOPMENT by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

2. 对投标人的资格和业绩要求：

（1）资格要求
Requirements for Qulification of Bidder
A．货物的制造商应通过ISO9001质量体系认证，投标人应提供制造商有效的质量体系认证证书；
The manufacturer of the Bid Goods shall pass ISO9001 Certification, and the Bidder shall provide manufacturer's valid Certificate of Quality Management System Certification.
B．如果投标人为代理商，投标人应得到所投货物制造商同意其为本次投标提供该货物的合法正式授权书。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bid.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
The pumps located in topside (with a Tag No. of “TS”) and LQ (with a Tag No. of “LQ”) can run in the offshore Floating Oil/Gas Production Unit, and shall obtain certification issued by the authoritative classification society approved by China Offshore Oil Operation Safety Office of State Administration of Work Safety (one?of?ABS/DNV/Lloyd’s/BV/CCS).
安装在上部组块（设备位号带TS）及生活楼（设备位号带LQ）上的泵应能在海上浮式油气生产设施上使用，且应获得国家安全生产监督管理总局海洋石油作业安全办公室认可的船级社（ABS/DNV/Lloyd’s/BV/CCS之一）的证书。
The pumps located in Hull (with a Tag No. of “HULL”) can run in the offshore Floating Oil/Gas Production Unit, The Bidder shall promise that the pumps shall be ABS or?CCS class certified and obtain ABS?or?CCS certification of marine product.
安装在船体（设备位号带HULL）上的泵应能在海上浮式油气生产设施上使用，投标人应承诺获得ABS或CCS认证，并取得ABS或CCS船用产品证书。
（3）业绩要求
In recent 10 years (since Jan. 1st, 2008 to the deadline of bids submission stipulated), the horizontall centrifugal pump (capacity≥1750 m3/h，and different head≥400 kPa) selected by the Bidder shall have track records of at least 2 sets applied to the offshore Floating Oil/Gas Production Unit (the signing date of contract is regarded as reference time). The vertical barrel centrifugal pump and vertical in-line overhung centrifugal pump selected by the Bidder shall have track records of at least 2 sets applied to the offshore Floating Oil/Gas Production Unit (the signing date of contract is regarded as reference time). The Bidder shall submit valid track records and relevant documentary evidence (1.relevant chapters copies of contract and 2. commissioning report on user site or certificates of user application or certificates of user acceptance or certification of marine product).
近10年(2008年1月1日至截标日)，投标人提供的卧式离心泵产品（泵排量≥1750m3/h，同时压头≥400 kPa）至少拥有2套在海上浮式油气生产设施上的应用业绩（合同签署时间为业绩时间），立式筒袋离心泵和立式管道悬臂离心泵分别至少拥有2套在海上浮式油气生产设施上的应用业绩（合同签署时间为业绩时间）。投标人须提交有效的业绩表和相关证明文件（第1.合同复印件相关章节和第2.用户现场调试报告或用户使用证明或用户验收证明）。
The documentary evidence shall contain but not limited to: the date of contract signing, equipment name, quantity, type of Floating oil&gas production facility, pump capacity, discharge pressure, certificates of user acceptance or certificates of user application or commissioning report (including the commissioning content and signing page) or certification of marine product. Absence of the track records evidence documents or the failure to verify above foregoing information, which shall be counted as an invalid performance.
业绩证明文件必须至少体现以下内容：合同的签署时间、货物名称、供货数量、设备所属浮式油气生产装置类型、泵排量、出口压力、用户接收证明或用户使用证明或调试报告（包括调试内容和签署页）。未提交业绩证明文件，或所提供的业绩证明文件无法验证前述信息，均视为无效业绩。
The Bidder should promise the centrifugal pumps are produced in its own brand manufactory. And overseas bidder promise to provide certificate of origin. The purchaser does not accept the OEM product.
投标人承诺应在泵的品牌制造厂生产，并承诺（境外投标人）提供原产地证明。买方不接受贴牌产品。
3. 有兴趣的投标人可通过以下方式获取招标文件：从2019年4月8日开始至2019年4月15日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from April?8,2019 to April?15,2019. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2019年4月30日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on April?30,2019. Any bid beyond the required time and date shall be subject for rejection.
