1.中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就恩平油田群开发项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：

CNCCC International Tendering Co.,Ltd.(hereinafter referred to as“the Tendering Agent”),entrusted by Offshore Oil Engineering Co.,Ltd.(hereinafter referred to as“Tenderee”),intends to purchase the Goods and the relevant services required under the project of ENPING 15-1 Oil Fields Development Project by International Competitive Bidding.The Bidders are kindly requested to provide the following Goods and services with sealed bids.

规格描述：注水系统适用于102米水深

specification：the design water depth for Grout Packers,Pile Grippers,Diaphragms&Flanges and Grouting System is up to 102 meters.

交货期Delivery Schedule:

境内货物：合同签订后17周（到项目现场）。

For goods within the PRC customs territory:17 weeks after signing the contract.（deliver to the worksite)

境外货物:合同签订后14周（到装运港）。

For goods outside the PRC customs territory:14 weeks after signing the contract.(deliver to the departure port)

交货地点Destination of delivery：

境内货物：深圳市赤湾胜宝旺场地

For goods within the PRC customs territory:Sambaowang Project Site in Chiwan Shenzhen

境外货物：CIF Shekou Port

For goods outside the PRC customs territory:CIF Shekou Port，PRC

2.对投标人的资格要求：

（1）资格要求

Requirements for Qulification of Bidder

投标人应为所投货物的制造商或授权代理商。如果投标人是代理商，则须提供制造商有效授权书。

The bidder shall be the manufacturer or agent of bid goods.If the bidder is an agent,it shall provide a valid Letter of Authority from Manufacturer.

（2）业绩要求：

Requirement for Bidder’s reference:

投标人所投产品制造商在2015年1月1日至2020年12月31日之间具有签订合同的海上导管架项目（注水和放空系统的实际使用水深大于等于90米）的销售业绩。投标人须按规定格式提交业绩表，并提交相应证明材料，证明材料包括销售合同（含相关技术附件）的复印件，证明材料至少须证明合同签署时间、项目名称（海上导管架项目）、货物名称、注水和放空系统的实际使用水深。所提供的证明材料无法验证合同签署时间、项目名称（海上导管架项目）、货物名称、注水和放空系统的实际使用水深，均视为无效业绩。

The manufacturer of the goods shall have sale record(s)of Flooding and Venting System for the offshore jacket project from 2015 to 2020(the applied water depth for hydraulic driven flooding and venting system shall not be less than 90 meters).The bidder must submit the performance form in the prescribed format and submit corresponding certification materials.The certification materials include a copy of the sales contract(including related technical attachments).The certification materials must at least prove the contract signing time,the project name,the name of the goods,applied water depth.The certification materials provided cannot verify the contract signing time,project name,and applied water depth,which are all considered invalid performance.

3.有兴趣的投标人可通过以下方式获取招标文件：从2021年9月6日开始至2021年9月13日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。

The interested Bidders may obtain the bidding document by following method:Please login at CNOOC Procurement Operation System(https://buy.cnooc.com.cn)on the page of Invitation for bid for purchasing Bidding document from Sept.6,2021 to Sept.13,2020.For the first time of login,a registration(free of charge)is needed and only after successful registration,Bidder can purchase Bidding documents online.The whole purchasing process must be operated online and offline payment will not be accepted.After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable,Bidder may download the Bidding documents.Bidder fails to purchase Bidding documents online is not eligible to bid.

4.投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2021年9月29日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。

The deadline and place for submission of bid:All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room,CNOOC Tower,No.6 Dongzhimenwaixiaojie,Dongcheng District,Beijing100027,P.R.China at or before9:30 am(Beijing Time)on Sept.29,2021.Any bid beyond the required time and date shall be subject for rejection.
