1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就东方13-2项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of Dongfang 13-2 by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.
货物名称: 铜镍材料管线、管件、法兰
Name of Goods: CuNi PIPE 、 FITTINGS、FLANGES
数量： 铜镍管线（1/2”~28”，20bar）3072米,铜镍法兰（1”~28”,20bar）673套，管件一批
Quantity: CuNi pipe material（1/2”~28”，20bar）3072 m, CuNi FLANGE（1”~28”, 20bar）673 sets, and a batch of CuNi fitting
交货期Delivery Schedule:
境内： 订货后60天内货到珠海场地
Cisborder: goods shall arrive Zhuhai site within 60 days after purchase order
境外：订货后90天内到珠海
Overseas: goods shall arrive Zhuhai within 90 days after purchase order
交货地点Destination of delivery：
境内： 中海福陆重工有限公司（珠海）
Cisborder: COOEC-Fluor Heavy Industry Co., Ltd.（Zhuhai）
境外：CFR珠海港/CPT珠海机场（根据交货期选择运输方式，以满足交货期为准）
Overseas: CFR Zhuhai Seaport/CPT Zhuhai Airport（According to the delivery date, selec the right mode of transportation to meet the delivery date）
2. 对投标人的资格和业绩要求(以招标公告为准)：
Requirements for Qualification and reference of Bidder（the invitation for bid shall prevail）:
（1）资格要求
Requirements for Qulification of Bidder
A．制造商须提供铜镍材料的型式认证或工厂认可证书。
The manufacturers shall provide Type approval certificate or manufacture approval certificate with related reports for all Cu/Ni goods.
B.制造商须提供GB/T19001,ISO 9001或API Q1认证证书
The manufacturers shall provide the Certificate of GB/T19001,ISO 9001 or API Q1 Certification
C. 如果投标人为代理商，投标人应得到所投货物制造商同意其在中国为本次投标提供该货物的合法正式授权书。不接受代理商代理中国国内制造商投标。
If the bidder is an agent, the Bidder shall be duly authorized by the goods’ Manufacturer to supply the goods in this bidding project；Agent of China's domestic manufacturers is not accepted
D. 本次招标不允许联合体投标。
Joint Venture is not accepted.
（2）资质要求及证明文件Requirements of Certificate of Bidder
A．制造商须提供铜镍材料的型式认证或工厂认可证书。
The manufacturersshall provide Type approval certificate or manufacture approval certificatewith related reportsfor all Cu/Ni goods.
B. 制造商须提供GB/T19001,ISO 9001或API Q1认证证书
The manufacturers shall provide the Certificate of GB/T19001,ISO 9001 or API Q1 Certification
（3）业绩要求：
Requirement for Bidder's reference:
2012年1月1日至2017年1月1日应用于海洋环境项目（海洋环境指海上平台或者海船），且均满足壁厚、尺寸和压力等级技术要求的至少每年2个铜镍货物项目销售业绩。
Between 1st.Jan.2012 and 1st.Jan.2017, the Bidder shall have sales references of CuNi matierials at least two project contracts each year which have been used in offshore project(offshore project shall mean offshore platform or seacraft) which all meet the requirements of Wall thickness,Size and Rating.
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括但不限于：销售合同复印件（含相关技术附件）以及其他证明材料。投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称、供货数量、使用环境、铜镍材料的壁厚，尺寸和压力等级技术要求。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称、供货数量、使用环境、铜镍材料的壁厚，尺寸和压力等级技术要求，均视为无效业绩。
Bidder shall furnish reference List in given form, and provide corresponding documentary evidence. The documentary evidence shall include but not limited to: copies of sales contract (including technical appendix) and other evidentiary documents. The evidentiary documents provided by Bidder shall as least demonstrate the content show as follows: signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements of CuNi matierials wall thickness,size and rating.If no documentary evidence furnished, or documentary evidence furnished can not demonstrate signature time of Sales Contract, Name of Goods, Quantity, usage circumstance, technical requirements of CuNi matierials wall thickness,size and rating ,the relevant reference will be deemed unvalid.
3. 有兴趣的投标人可通过以下方式获取招标文件：从2017年10月17日开始至2017年10月24日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Oct.16, 2017 to Oct..23, 2017. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2017年11月10日上午9:30（北京时间）前递交至北京市东城区东直门外小街6号海油大厦4楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 4th floor meeting room, CNOOC Tower, No. 6 Dongzhimenwaixiaojie, Dongcheng District, Beijing100027, P. R. China at or before9:30 am (Beijing Time) on Nev.10., 2017. Any bid beyond the required time and date shall be subject for rejection.
