1. 中化建国际招标有限责任公司（以下称为“招标代理机构”）受海洋石油工程股份有限公司（以下称为“招标人”）委托，就“海洋石油201”船能力提升项目所需部分货物及相关服务进行国际公开招标。现邀请投标人对下列货物和服务提交密封投标：
CNCCC International Tendering Co., Ltd. (hereinafter referred to as “the Tendering Agent”), entrusted by Offshore Oil Engineering Co.,Ltd. (hereinafter referred to as “Tenderee” ), intends to purchase the Goods and the relevant services required under the project of “HYSY 201”Vessel Ability Upgrade Project by International Competitive Bidding. The Bidders are kindly requested to provide the following Goods and services with sealed bids.

技术要求Technical Requirements：
1 钢丝绳技术要求Technical Requirements
1.1 钢丝绳直径：Φ92mm；
Steel wire rope diameter: 92mm
1.2 钢丝绳结构 Rope Construction:
压实股 35(W) x K19 Class
Multistrand compacted 35(W) x K19 Class
1.3 钢丝绳最小破断拉力：不得低于7355 kN (750 吨)；
Minimum breaking load of steel wire rope: ≥7355 kN(750 tonnes)
1.4 钢丝绳表面镀锌(B)，镀锌后的钢丝绳最小破断拉力不允许损失；
Steel wire rope finishing (Galv. B): No reduction on MBL after galvanizing is allowed.
1.5 钢丝绳应为非旋转形式，满足A&R绞车使用要求。
Steel wire rope should be Non- rotation and meet requirements of A&R winch supply.
2 索节技术要求：Socket Technical Requirements
2.1 索节型号： 闭式镀锌索节
Socket Type： Closed spelter socket
2.2 最小破断力： 不得低于7355 kN (750 吨)
Minimum breaking load： ≥7355 kN(750 tonnes)
2.3 安全系数： 2.5:1
Safety factor ： 2.5:1

境内：合同签订后五个月（到货）

2. 对投标人的资格和业绩要求：
Requirements for Qualification and reference of Bidder:
（1）资格要求
Requirements for Qualification of Bid goods manufacturer
投标货物制造商通过ISO9001质量体系认证，并提供有效的质量体系认证证书；
Bid goods manufacturer shall pass ISO9001 Certification, and the Bidder shall provide valid Certificate of Quality Management System Certification of the manufacturer.
（2）资质要求及证明文件
Requirements of Certificate of Bidder
钢丝绳出厂前须按照标准规范要求进行破坏性试验，并取得ABS、DNV-GL、LR中任意一家船级社检验证书。
Destruction test is required on wire rope before dispatch and the test to meet CLASS requirements and supply class certificate one of ABS、 DNV-GL、LRcertificate.
（3）业绩要求：
Requirement for Bidder's reference:
1）投标商须提供10年内（2008年1月1日至2017年12月31日）的直径92mm以上（包含）长度3000m以上（包含）的与本次投标货物相同品牌的钢丝绳业绩，不少于15根（包含）；
投标人须按规定格式提交业绩表，并提交相关业绩证明文件。业绩证明文件包括：生效的有明确技术参数的合同或订单，或者第三方船级社出具的有明确技术参数的船检证书；投标人所提交的业绩证明文件必须至少体现以下内容：合同签署时间、货物名称及品牌、供货数量、直径、长度。未提交业绩证明文件，或所提供的业绩证明文件无法验证合同签署时间、货物名称及品牌、供货数量、直径、长度，均视为无效业绩。
2）投标商提供的上述第1）款中的业绩中至少1根应为：直径92mm以上（包含）长度3000m以上（包含）的用在A&R绞车（船舶铺管收放绞车）上连续使用不少于5年（安装调试完算起）的钢丝绳使用业绩，投标人除需要提供上述第1）款中要求的业绩证明文件外，还应提供最终用户出具的书面证明材料；最终用户出具的书名证明材料须能证明使用时间。
1）Tenderer should providethe performance of no less than 15 steel wire ropes （The same brand as this bid）with the diameter no less than 92mm and the length no less than 3000m in recently 10 years ( January 1， 2008 to December 31, 2017)；
The bidder should submit the performance form in accordance with the prescribed format and submit the relevant performance supporting documents. performance supporting documents including：effective Contracts or order forms with definite technical parameters，or the inspection certificate with definite technical parameters issued by the third party classification society；The performance certificate submitted by the bidder must reflect the following contents：Contract signing time, goods name and brand, supply quantity, diameter, length. Failure to submit proof of performance, or the performance certificate provided, but cannot verify the contract signing time, goods name and the brand, supply quantity, diameter, length, will be regarded as invalid performance.
2）At least one steel wire rope provided by the tenderer in item 1）shall be：diameter of no less than 92mm, length of no less than 3000m，and was continuously used for not less than 5 years（calculating from installation and commission）on A&R winch（barge pipelaying abandon and recovery winch ）. In addition to the performance certificates required in item 1）provided by bidder， the bidder shall also provide the end-user's documentary evidence which shall specify the using time.
（4）本次招标不允许联合体投标。
Joint Venture is not accepted.
3. 有意向的投标人可通过以下方式获取招标文件：从2018年4月4日开始至2018年4月13日止，请登录中国海洋石油总公司采办业务管理与交易系统（https://buy.cnooc.com.cn）的招标公告页面进行购买。首次登录必须先进行注册（免费），注册成功后，方可购买招标文件。购买过程必须全程在线操作，线下形式的汇款将不予接受。标书费支付成功后，投标人可自行下载招标文件。招标文件每套售价为2000元人民币或350美元，售后不退。如未在系统中购买招标文件，不可参加投标。
The interested Bidders may obtain the bidding document by following method: Please login at CNOOC Procurement Operation System (https://buy.cnooc.com.cn) on the page of Invitation for bid for purchasing Bidding document from Apr. 04, 2018 to Apr. 13, 2018. For the first time of login, a registration (free of charge) is needed and only after successful registration, Bidder can purchase Bidding documents online. The whole purchasing process must be operated online and offline payment will not be accepted. After successful payment of RMB 2000.00 or USD 350.00 for each copy of Bidding documents which is non-refundable, Bidder may download the Bidding documents. Bidder fails to purchase Bidding documents online is not eligible to bid.
4. 投标文件递交截止时间和地点：所有投标文件都应附有按规定提交的投标保证金，并于2018年4月26日上午10:00（北京时间）前递交至天津市滨海新区天津港保税区海滨十五路199号海工大厦3楼会议室。在此时间后收到的投标文件恕不接受。
The deadline and place for submission of bid: All bids must be accompanied by a bid security as specified and must be delivered to 3rd floor meeting room, COOEC Tower, No.199, Haibin 15th Road, Tianjin Port Free Trade Zone, 300461, P.R.C at or before10:00 am (Beijing Time) on Apr. 26, 2018. Any bid beyond the required time and date shall be subject for rejection.
